Stella for Staff programme
The professional mobility programme for services staff of the Compostela Group of Universities, Stella for Staff, fosters intercontinental exchanges for the workforce of the CGU members. A connection to learn how they work in the different departments of the organisations participating in the programme and to live a multicultural experience, through short stays in other higher education institutions from our network.
In 2002, the programme was born as an initiative to offer administrative staff the same opportunities available to students and teaching staff at that time. Since its launch, more than 400 administrative staff from the CGU networks have participated in the professional exchanges.
Once a year, our network disseminates a call for applications for grants and mobility under the programa Stella for Staff. Only services staff from CGU members can apply and receive a grant.

2026 CALL
Target group and requirements
The CGU members and associate members and their services staff can participate in this mobility and training programme. Only staff from institutions that have offered at least one placement for the current call will be eligible for mobility.
Services staff must have an employment relationship with their home organisation at the time of submitting an application and at the time of the mobility
Grants and funding
This call will have a budget of €12,000, to be distributed among up to a maximum of 12 individual mobility grants (one grant per person).
Mobility period and area
Mobility must last a minimum of 7 and a maximum of 15 working days, and start in 2026.
Some institutions would allow those who participate to choose a mobility period, while others would detail a specific one. They will also define the areas in which they offer the placements.
All this information will be available to applicants in the placement offers.

Services staff and members and associate members institutions interested in taking part in the programme must read the guidelines for the call carefully.
Timeline
- 3 March 2026. Deadline for the submission of the communication of coordinator form.
- 3 March 2026 (12:00 PM – noon. Peninsular Spanish time). Deadline for the submission of the placement offers.
- March 2026. Publication of the placement offers.
- 20 April 2026 (12:00 PM – noon. Peninsular Spanish time). Deadline for the submission of applications.
- June 2026. Publication of the resolution.
- July-December 2026. Execution of the movilities.
- December 2026. Justification of the mobilities.

Mobility offers
CGU institutions wishing to offer their proposals for training and traineeship mobility placements for service staff through the Stella for Staff programme should apply by filling in the electronic offer form.

Publication of the offers
The offers of places available for mobility in 2025 will be available here by the deadline set out in the terms and conditions.
Mobility application
Service staff of CGU and CONAHEC partners endorsing the 2025 call of the Programme may apply through the electronic application form, which will be available here and until 9 April 2025 (12:00 PM – midday. Spanish peninsular time).
A declaration of responsibility according to the given model must be also attached.
MOBILITY SELECTION
Announcement of the selection panel
The composition of the selection committee will be made public on the website of the programme.
Meeting of the selection panel
The members of the selection panel will meet online in May-June 2025 to allocate mobilities and award grants.
The resolution will contain an ordered list of the beneficiaries of the mobility grants and five substitutes will be designated. It will also define those persons from the CONAHEC network who will carry out a mobility without a grant.
Acceptance of the mobility
The selected staff will receive a message from the CGU asking them to accept the mobility within 10 days of this communication.

Preparation of the mobility
Staff accepting the mobility will be provided with the contact details of the person responsible for the mobility in the host department so that both can draw up the mobility agreement for the stay. This documentation must be submitted to the CGU before the start of the mobility.

The mobility action must be started in 2025.
JUSTIFICATION

Justification
The staff of the CGU partner institutions must provide the CGU with the supporting documentation, details of which can be found in the terms and conditions of the 2025 call.

Applying for the certificate
Staff of CGU partner institutions can apply for the Stella for Staff certificate once the mobility is finished and its justification has been approved.

Accession of the institution.
Submission of the offer of place
CGU and CONAHEC partners wishing to participate in the programme can send their offers of place for the call until 3 March de 2025 (12:00 PM – midday. Spanish peninsular time), through the electronic offer of place form.

Communication of the coordinator
Partner institutions wishing to centralise the coordination of the programme call in an internal unit must communicate this to the CGU and appoint a coordinator using the coordinator communication form.
The CGU delegate will forward it by e-mail to the CGU Executive Secretariat.

Staff accepting the mobility will be provided with the contact details of the person responsible for the mobility in the host department so that both can draw up the mobility agreement for the stay. This documentation must be submitted to the CGU before the start of the mobility
